近期,本局搗破一宗以高薪利誘市民赴外地工作的詐騙犯罪集團案件。案情顯示,自2024年9月至今,先後有9名本澳市民被誘騙前往澳門以外的地區參與違法活動,淪為詐騙集團的作案工具,最終被當地警方拘捕,分別判處3至8個月徒刑處罰,當中一名更為未成年學生。經本局深入調查,發現該犯罪集團以跨境方式運作,在本澳以高報酬、無需經驗及免費旅遊等名義招攬市民參與犯罪活動。最終,本局成功搗破犯罪集團在本澳的據點,並拘捕六名嫌犯,其中兩名竟為本澳學生。上述六人將面臨嚴重的法律後果。
根據澳門《刑法典》第288條“犯罪集團”規定:
- 發起或創立以實施犯罪為目的,或活動係為著實施犯罪之團體、組織或集團者,處三年至十年徒刑。
- 參加該等團體、組織或集團者,或對其給予支持,尤其係提供武器、彈藥、犯罪工具、保衛或集會地方者,又或對招募新成員提供任何幫助者,處相同刑罰。
本局在此強烈呼籲各位同學,務必提高防騙警覺,主動關注並分享本局的防騙資訊,以免受到犯罪侵害。
- 切勿輕信網絡或陌生人提供之招聘訊息,即使經朋友介紹,亦尤其需要警惕一些無需技能、學歷及工作經驗,且報酬優厚的工作,以免受騙或危及人身安全;
- 任何情況下均不應參與犯罪,更不應心存僥倖赴外地從事違法活動;
- 切勿協助接收、運送或借出銀行帳戶處理來歷不明的款項,以免淪為犯罪工具;

Dear students,
Recently, the Judiciary Police cracked a case involving a fraud criminal syndicate that had lured residents with high salaries to work abroad. Case details revealed that since September 2024, nine Macao residents had been successively enticed into travelling to regions outside Macao to participate in illegal activities, exploited as crime tools of the fraud syndicate. They were eventually arrested by local police and sentenced to imprisonment ranging from 3 to 8 months respectively, one of whom was even a minor student. Following an in-depth investigation by the Judiciary Police, it was found that the criminal syndicate operated on a cross-border basis, recruiting residents in Macao to engage in criminal activities under the pretext of high remuneration, no experience required and free travel, etc. In the end, the Judiciary Police successfully dismantled the den of the criminal syndicate in Macao and arrested six suspects, two of whom were actually Macao students. The aforesaid six individuals will face severe legal consequences.
According to the stipulations of Article 288 “Criminal Syndicate” of Macao “Penal Code”:
- Any person who initiates or establishes a group, organisation or syndicate with the intent to commit crimes, or whose activities are aimed at committing crimes, shall be sentenced to imprisonment for three to ten years.
- Any person who joins such a group, organisation or syndicate, or provides support to it, particularly by supplying weapons, ammunition, crime tools, security or meeting places, or provides any assistance in recruiting new members, shall be subjected to the same penalty.
The Judiciary Police strongly urges all teaching staff, parents and students to heighten their awareness of fraud prevention, proactively staying informed of and sharing the fraud prevention information of the Judiciary Police, so as to avoid falling victim to crimes.
- Never readily believe recruitment messages on the Internet or offered by strangers. Even if referred by friends, one should remain especially vigilant about jobs that require no skills, educational qualifications or work experience, yet offering attractive remuneration, in order to avoid being scammed or putting the personal safety at risk;
- Under no circumstances should one engage in crimes, nor should one take chances to travel to other places to engage in illegal activities;
- Never assist in receiving, transporting or lending out bank accounts to handle funds of unknown origin, in order to avoid being exploited as crime tools.
