This talk reviews China’s major programs and headline targets from the First through the 14th Five‑Year Plans, tracing the evolution of the indicator system from speed to structure, quality, and security. Using period‑matched GDP and per‑capita GDP growth, we benchmark development stages and performance shifts. Building on this perspective, we examine Macao’s First & Second Five -Year Plan, i.e. the period between 2016–2020 and 2021–2025 —highlighting priorities, implementation progress, and quantitative alignment with the Mainland on innovation, industrial diversification, social services, and green development. A core section outlines a roadmap for the “four key projects” and specifies mechanisms to interface with the forthcoming 15th Five‑Year Plan, focusing on cross‑boundary collaboration, data harmonization, factor mobility, and modernization of governance capacity. We also summarize current discussions around a prospective National Development Planning Law and assess its potential implications for Macao’s planning framework and regional coordination.
