澳大辦“一國兩制”學術研討會
為慶祝中華人民共和國成立75周年及澳門特別行政區成立25周年,澳門大學法學院憲法與基本法研究中心、北京大學港澳研究院、北京大學憲法與行政法研究中心、中國人民大學“一國兩制”法律研究所、中山大學粵港澳發展研究院、深圳大學港澳基本法研究中心、澳門特別行政區政府法務局於澳大合辦“‘一國兩制’成功實踐的經驗與展望”學術研討會,50多位法律界學者和專家參與。
澳門特別行政區政府行政法務司司長代表、法務局局長梁穎妍致辭時表示,自回歸以來,澳門特區嚴格貫徹落實憲法、基本法所確立的憲政秩序,積極推進法制改革,不斷完善法律體系,為推進澳門各項事業發展提供法律支撐和法制保障。
澳大副校長莫啓明表示,在中央政府的堅強領導和祖國的大力支持下,在澳門特區政府和廣大澳門居民的共同努力下,澳門經濟快速發展,民生持續改善,社會和諧穩定,法制不斷健全,也向全世界展示了具有澳門特色的“一國兩制”成功實踐。
是次研討會共舉行了一場主旨演講和三場專題研討會。閉幕式由澳大憲法與基本法研究中心主任蔣朝陽總結發言。
出席研討會的嘉賓包括中央人民政府駐澳門特別行政區聯絡辦公室副主任黃柳權,全國人大常委會基本法委員會研究室主任楊兆業,全國港澳研究會顧問徐澤、副會長奚俊堅,澳門中聯辦政策研究室主任管延斌、法律工作部副部長黃文軍,珠海經濟特區立法研究中心主任孫儀波,澳大法學院院長唐曉晴、副院長邱庭彪,澳門科技大學法學院院長方泉等。

UM holds academic seminar on ‘one country, two systems’ policy
In celebration of the 75th anniversary of the founding of the People’s Republic of China and the 25th anniversary of the establishment of the Macao SAR, an academic seminar was held at the University of Macau (UM) to discuss the experience and prospects of the successful implementation of the ‘one country, two systems’ policy. The seminar was jointly organised by the Centre for Constitutional Law and Basic Law Studies of the Faculty of Law (FLL) of UM, the Center for Hong Kong and Macao Studies of Peking University, the Center for Constitution Administrative Law Studies of Peking University, the ‘One Country, Two Systems’ Law Institute of the Renmin University of China, the Institute of Guangdong, Hong Kong and Macao Development Studies of Sun Yat-sen University, the Center for Basic Laws of Hong Kong and Macau Special Administrative Regions of Shenzhen University, and the Legal Affairs Bureau of the Macao SAR Government. More than 50 legal scholars and experts attended the seminar.
Representing the Secretary for Administration and Justice of the Macao SAR Government, Leong Weng In, director of the Legal Affairs Bureau, said that since Macao’s return to the motherland, the Macao SAR has adhered to the constitutional order established by the Constitution and the Basic Law, promoted legal reforms, and improved the legal system to provide legal support for Macao’s various developments. Mok Kai Meng, vice rector of UM, highlighted that with the leadership and support of the central government and the collective efforts of the Macao SAR Government and its citizens, Macao has experienced rapid economic growth, along with improved livelihoods, social harmony and stability, and a sound legal system, which demonstrates the successful implementation of the ‘one country, two systems’ policy. The seminar featured one keynote speech and three panel discussions, and concluded with summary remarks by Jiang Chaoyang, director of UM’s Centre for Constitutional Law and Basic Law Studies.
