澳大研究:澳門特區國情教育成效顯著
澳門特別行政區政府教育及青年發展局與國家教育部課程教材研究所主辦、澳門大學承辦“內地與澳門課程發展及教材編製研討會”。期間澳大法學院研究助理教授賴冠儒發表“從《品德與公民》科入手提升學生的愛國情懷”的研究報告,提出根據過去五年的學生學習數據顯示,澳門特區開展國情教育成效顯著,且已基本建構了系統化的開展模式。
報告詳細介紹了澳門特區政府如何結合高校教研優勢和社團推廣優勢,開展系統化國情教育。其中,高校的憲法與基本法通識課的設置對於補強中小學國情教育弱環節(國情知識和兩法學習興趣)成效非常顯著,且透過憲法基本法課程開展國家安全教育的實證結果,適宜且成效顯著。報告建議中小學下一階段的成效提升需加強知識建構和增加興趣,以突破目前的緩升狀態。
報告亦介紹了教青局、澳大法學院憲法與基本法研究中心、澳門基本法推廣協會合作開展的《品德與公民》科輔助教具的開發與前測階段成效,並根據22位參與輔助教具培訓課程的中小學品德與公民科教師的反饋,得出結果顯示所有參與者皆認為輔助教具有助於實際的教學(有幫助61.3%,非常有幫助38.7%)。
出席該場研討會的學者還有北京師範大學哲學學院教授韓震、華南師範大學教育科學學院教授馬早明、澳大教育學院助理教授向天屏。
此外,教青局副局長丁少雄、黃嘉祺,澳大法學院憲法與基本法研究中心代表駱偉建、蔣朝陽,澳門基本法推廣協會主任彭小燕等三方代表就報告內容召開輔助教具開發會議。

UM study shows national education in Macao SAR is effective
The University of Macau (UM) hosted a seminar on mainland and Macao curriculum development and teaching materials compilation, which was jointly organised by the Education and Youth Development Bureau (DSEDJ) of the Macao SAR Government and the Institute of Curriculum and Textbook Research of the Ministry of Education. During the seminar, Lai Kuan Ju, research assistant professor in the Faculty of Law (FLL) at UM, presented a research report titled ‘Enhancing Students’ Patriotism through Moral and Civic Education’. The report, based on student learning data over the past five years, shows that national education in the Macao SAR has been highly effective and a systematic implementation model has been established.
The report details how the Macao SAR Government has leveraged the respective strengths of universities and associations to develop a national education system. The introduction of general education courses on the Constitution and the Basic Law in universities has significantly strengthened the weaker aspects of national education in primary and secondary schools, particularly in terms of national knowledge and interest in the two laws. In particular, the empirical results of the implementation of national security education through these courses have proven to be appropriate and effective. The report also suggests that primary and secondary schools should focus on imparting knowledge and increasing students’ interest in the subject in order to achieve better learning outcomes.
The report also highlights the development and preliminary testing of teaching materials for moral and civic education, a collaborative effort between DSEDJ, the Centre for Constitutional Law and Basic Law Studies of FLL, and the Macao Basic Law Promotion Association. All the primary and secondary school teachers who attended the training session for the teaching materials found the materials useful for teaching.
In addition, representatives from DSEDJ, the Centre for Constitutional Law and Basic Law Studies of FLL, and the Macao Basic Law Promotion Association had a meeting on the development of teaching materials.
