澳門大學今(26)日舉辦“大學講壇”,由澳大法學院特聘教授、環球法律學系系主任Rostam J. Neuwirth以“全球AI治理之現況:從研究及法規角度探析AI的主流認知”為題發表演講,探討人工智能急速發展所帶來的機遇與挑戰。
澳大副校長許敬文致辭時表示,Neuwirth教授自2024年10月起擔任澳大法學院特聘教授,他專注於法律與貿易、語言、認知、文化、社會、科技等方面的關聯研究,並在當代全球治理議題上具有卓越貢獻。其著作包括2018年出版的《矛盾修辭時代的法律:語言、邏輯和法律之間的通感》及2023年出版的《歐盟人工智能法案:監管潛意識人工智能系統》,後者更於2024年被翻譯成中文,廣受學術界關注。
講座上,Neuwirth教授指出,AI的迅速崛起與發展引起了全球對其潛在利益與風險的激烈辯論。隨著全球AI競爭加劇,各國政府及國際組織紛紛呼籲或採取行動,通過法律與監管措施應對AI帶來的倫理問題。他強調,理解AI的未來角色並為相關研究提供指引至關重要,因此他建議重新解構AI的概念,並將其視為一種矛盾修辭(Oxymoron)。通過分析AI的正面與負面影響,探討其在“未來人類歷史”中的深層意義。Neuwirth教授的見解為未來AI研究與監管提供了新的思考方向,並為與會者帶來啟發。
問答及交流環節由澳大人文學院哲學與宗教學系教授Hans-Georg Moeller主持,Neuwirth教授與參與者交流互動,討論氣氛熱烈。

UM Scholar gives talk on global AI governance
The University of Macau (UM) held a talk titled ‘The Current State of the “Global AI Governance Debate”: Challenging the Dominant AI Narrative for Research and Regulation’ today (26 February) as part of its University Lecture Series. The speaker was Rostam J. Neuwirth, Distinguished Professor and head of the Department of Global Legal Studies at the UM Faculty of Law, who discussed the opportunities and challenges presented by the rapid development of artificial intelligence (AI).
Speaking at the event, UM Vice Rector Michael Hui highlighted Prof Neuwirth’s research on law, and its linkages to trade, language, cognition, culture, society and technology, as well as his significant contributions to contemporary global governance issues.
During the talk, Prof Neuwirth noted that the rise of AI has sparked global debates about its potential benefits and risks. He emphasised the importance of understanding the future role of AI and providing guidance for related research, suggesting that AI should be seen as an oxymoron. His insights offered new directions for future AI research and regulation.
Prof Neuwirth also engaged with participants during the Q&A and discussion session moderated by Hans-Georg Moeller, professor in the Department of Philosophy and Religious Studies at the UM Faculty of Arts and Humanities.
