中國與葡語國家智庫論壇在澳大舉行

由中華人民共和國外交部駐澳門特別行政區特派員公署、澳門特別行政區政府主辦,澳門大學承辦的“中國與葡語國家智庫論壇”今(29)日在澳大舉行。論壇的主題是“凝聚全球發展共識 攜手推進世界現代化”,來自中國內地、澳門、葡語國家的嘉賓學者逾百餘人參會,攜手共繪現代化新藍圖。

中華人民共和國外交部駐澳門特別行政區特派員公署特派員劉顯法歡迎中葡專家學者,並感謝澳門特別行政區政府和澳門大學的大力支持。他指出,論壇已連續舉辦三年,為全球發展倡議和文明互鑑提供了重要平台。中國共產黨領導的中國式現代化道路充分彰顯制度優勢、共同富裕導向、和平發展理念以及構建人類命運共同體的歷史擔當。他表示,外交公署將繼續支持澳門發揮“內聯外通”平台作用,打造更高水平的對外開放平台,助力中國與葡語國家深化互利合作。值此端午佳節,他以“龍舟競渡”象徵團結協作,呼籲各方攜手共促世界現代化進程。

澳門特別行政區政府社會文化司司長柯嵐指出,澳門因東西文化的交融而獨具魅力,因“一國兩制”的制度優勢而生機勃勃。她又引述習近平主席去年視察澳門期間,要求澳門“打造國家高水平對外開放重要的橋頭堡、打造中西文明交流互鑒的重要窗口”,這既是中央對澳門的信任,更是一份責任,願以更開放的姿態,推動中國與葡語國家在經貿往來、學術研究、智庫合作、文化交流等領域深化互動;讓澳門成為彙聚智慧、凝聚共識的“思想樞紐”,更好落實“兩個打造”指示精神。

澳大校長宋永華表示,是次論壇為深化中國與葡語國家之間互學互鑒提供了重要平台。通過學術交流、實地考察與思想碰撞,必將推動中國與葡語國家的深度合作。作為灣區重要學術力量,澳大構建了國際化教育體系,培養了大批葡語人才。當今世界正經歷百年未有之大變局,和平與發展的時代命題需要全球智慧共答,多方行動共踐。澳大願與各方攜手,充分發揮智庫的橋樑紐帶作用,以學術之力推動理念融通,以合作之舟共赴發展願景,為構建人類命運共同體貢獻學術力量。

在主旨發言上,中國社會科學院學部委員、中國社會科學院工業經濟研究所所長史丹指出,中國式現代化的成功經驗是中國共產黨帶領中國人民實現的歷史性變革,開闢出一條獨立自主前提下的新範式。這一模式不僅為發展中國家探索適合自己國情的現代化道路提供了重要借鑒,更通過實踐超越了西方式現代化,是一種全新的人類文明形態,是對人類文明發展做出的重大貢獻。

巴西格拉博伊斯基金會巴中高等研究中心學術研究部主任迭戈•保塔索表示,實現“現代化道路的共同願景”需要構建一種多元包容、基於南南合作的現代化範式。中國的“一帶一路”倡議實現了共享現代化,有力捍衛了全球南方國家的主權與自決權。“金磚+”機制的多元性體現了經濟發展、和平共處與政治體制多樣性的現代化理念。他強調,以中國為引領、“金磚+”機制為支柱、全球南方合作為紐帶,我們必將建成更加公平、多極、韌性的世界。

全國港澳研究會副會長、澳門學者同盟會員大會主席駱偉建表示,實現現代化一定要結合本國的實際,借鑒世界的經驗,走出自己發展的道路。中國在現代化建設中取得的成就來自四大關鍵因素:堅強的領導力量、適合國情的制度、人民的努力奮鬥與和平發展的道路。最後,他闡釋了澳門作為“一國兩制”實踐平台在中國式現代化建設中的角色。

論壇設兩場分論壇,主題分別是“各國現代化建設進程經驗分享”和“共同展望實現現代化路徑”。巴西、幾內亞比紹、赤道幾內亞、葡萄牙、東帝汶、安哥拉、佛得角、莫桑比克等八個葡語國家,以及中國內地、澳門地區共16位學者發言。

澳大社會科學學院院長胡偉星在總結時指出,論壇為交流不同國家在現代化建設中的成功經驗與挑戰,探討未來實現現代化的多元路徑與合作模式提供了寶貴的平台,並期待未來能夠舉辦更多此類高水平的研討會,以促進中國與葡語國家在現代化進程中的互學互鑒與合作共贏,推動構建人類命運共同體,攜手推進世界現代化事業。

出席論壇的嘉賓還有澳門特別行政區政府教育及青年發展局局長龔志明,澳門特別行政區政府文化局局長梁惠敏,中央人民政府駐澳門特別行政區聯絡辦公室代表徐之平,中葡論壇(澳門)常設秘書處秘書長季先崢,安哥拉駐澳門總領事賈理路,葡萄牙駐澳門總領事雷德生,莫桑比克共和國駐澳門代總領事奇科内拉,澳門歐洲研究學會主席卡斯特羅,澳門基金會、旅遊局、招商投資促進局的代表,以及來自澳門各高校的師生代表等。

Forum of Think Tanks between China and Portuguese-speaking Countries held at UM

The Forum of Think Tanks between China and Portuguese-speaking Countries, jointly organised by the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao SAR and the Macao SAR government, was held at the University of Macau (UM) today (29 May). Themed ‘Alcançar o Consenso sobre o Desenvolvimento Global, Unir Esforços para a Modernização Mundial’ (Achieving Consensus on Global Development, Uniting Efforts for Global Modernisation), the forum brought together over 100 guests and scholars from mainland China, Macao, and Portuguese-speaking countries.

Liu Xianfa, commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao SAR, said that the forum, now in its third year, has become an important platform for the Global Development Initiative and mutual learning between civilisations. He added that Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Macao SAR will continue to support Macao’s role in connecting China and the world and fostering cooperation between China and Portuguese-speaking countries.

O Lam, secretary for social affairs and culture of the Macao SAR, highlighted Macao’s role as a strategic gateway for China’s high-level opening-up and a hub for cultural exchange and mutual learning between Chinese and Western civilisations. She expressed hope that Macao will promote closer ties between China and the Portuguese-speaking countries in terms of economic and trade cooperation, academic research, think tank cooperation, and cultural exchanges.

Yonghua Song, rector of UM, said that the forum would provide an important platform for mutual learning and cooperation between Chinese and Portuguese-speaking countries. As a leading academic institution in the Guangdong-Hong Kong-Macao Greater Bay Area, UM has developed an international education model and trained many Portuguese-speaking professionals. The university stands ready to work with all parties to help build a community with a shared future for mankind.

The forum featured keynote speeches by Shi Dan, academic member of the Chinese Academy of Social Sciences (CASS) and director of the Institute of Industrial Economics of CASS; Diego Pautasso, director of academic research at the Brazil-China Research Centre (Centro de Estudos Avançados Brasil-China) of the Maurício Grabois Foundation in Brazil; and Lok Wai Kin, vice-chairman of the Chinese Association of Hong Kong and Macao Studies and chairperson of the General Assembly of the Union of Macau Scholars.

The event also included two parallel sessions themed ‘Partilha de Experiências sobre os Processos de Modernização em Diferentes Países’ (Experiences of Modernisation in Different Countries) and ‘Visão Conjunta do Rumo para a Modernização’ (Joint Vision for the Road to Modernisation), respectively. Sixteen scholars from Macao, mainland China, and eight Portuguese-speaking countries—Brazil, Guinea-Bissau, Equatorial Guinea, Portugal, Timor-Leste, Angola, Cabo Verde, and Mozambique—shared their insights during the sessions.

In his closing remarks, Hu Weixing, dean of UM’s Faculty of Social Sciences, expressed hope that more high-level forums will be held to promote mutual learning and win-win cooperation between China and Portuguese-speaking countries in the course of modernisation.
