In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “Background and Scheme Formulation of the Holistic Approach to National Security” and “Principles of “People of Macao Governing Macao” and “Patriots Governing Macao”” on 17 and 20 March  2026 respectively. Over 250 colleagues attended the training courses.

Dr. LAI Kuan Ju, Senior Instructor of the Faculty of Law (FLL), provided the participants with a comprehensive understanding on the relationship between international law and constitutional law, as well as explained the evolution and formulation of the overall concept of national security. Over 120 colleagues attended this training.  

Prof. KONG Wa, Assistant Professor of the FLL, elaborated on the meaning of “People of Macao Governing Macao” and “Patriots Governing Macao”, the legitimacy of “Patriots Governing Macao” principle, and how it has been embodied in the Macao Basic Law. Nearly 130 colleagues participated in this training. 

The University hopes that through these training courses, staff members can gain a deeper understanding of national security, as well as the current implementation and future enhancement of the “Patriots Governing Macao” principle.

為增強大學教職員對國家的認識，行政部人力資源處於2026年3月17日及20日分別舉辦了「總體國家安全觀的產生背景與方案擬定」及「澳人治澳與愛國者治澳原則」內部培訓課程。超過250名員工參與這些培訓。

法學院高級導師賴冠儒博士於課堂中介紹了國際法和憲法之間的關係，並說明了總體國家安全觀的方案是如何擬定的。超過120名員工參與此培訓。

法學院助理教授江華闡述了「澳人治澳」與「愛國者治澳」的內涵、「愛國者治澳」原則的正當性，以及此原則在澳門基本法中的體現。約130名員工參與此培訓。

大學希望透過上述培訓課程，使員工能了解更多國家安全觀，並讓他們了解「愛國者治澳」原則現時的落實與未來完善。
