MCM College: Tracing the Path of “Two Laws”

To enhance students’ understanding of the Constitution of the People’s Republic of China and the Basic Law of the Macao Special Administrative Region (SAR) (hereinafter referred to as the “Two Laws”), and to further appreciate the successful implementation of the principle of “One Country, Two Systems” in Macao, Moon Chun Memorial College, University of Macau organized a visit to the Commemorative Gallery of the Macao Basic Law on 15th March 2026. The activity was planned by three Two-Law Ambassador Candidates—Hannah Wan, Lidia Lei and Wendy Yang who also designed a series of quiz games related to the Two Laws to encourage participants to reflect on their content and significance.
With detailed explanations provided by the museum docent, participants gained in-depth insights through a wide range of photographs, multimedia displays, and interactive exhibits. The visit enabled them to better understand the historical background of Macao’s return to the motherland, the drafting process and core provisions of the Basic Law, as well as its concrete implementation in the Macao Special Administrative Region. The well-organized and engaging exhibition helped participants develop a clearer appreciation of the Basic Law as the constitutional foundation of the Macao SAR.
“From entering the Commemorative Gallery of the Macao Basic Law with questions in mind to listening to the docent systematically explain the development of the Two Laws, the entire activity allowed me to break free from the confines of textbooks and truly understand the importance of the Basic Law. I deeply realized that the Basic Law is not merely a legal document, but also a vital cornerstone for safeguarding Macao’s prosperity and stability and for connecting a sense of national identity and patriotism. This activity was not only an expansion of knowledge; it also enabled non‑local students to genuinely feel the warmth and strength embodied in the spirit of ‘loving the country and loving Macao.” — Audrey Shi
“This activity not only allowed me to gain a better understanding of the institutional changes in Macao before and after its return to China, but also helped me learn about current policies such as the “1+4” appropriate economic diversification strategy and the “One Center, One Platform, One Base”’ development positioning. Through the visit, I gradually came to realize that the major I study at university is actually closely connected with national and SAR development policies. Taking the high‑tech industry under the ‘1+4’ strategy as an example, it closely corresponds to the two related State Key Laboratories established at the University of Macau. It was precisely based on this consideration that I chose to major in Electromechanical Engineering when applying to the University of Macau.” — Ken Ng
“Walking into the Commemorative Gallery of the Macao Basic Law, I gained a profound lesson in the rule of law and national education. The rich historical materials and vivid exhibitions clearly reconstruct the development of the Macao Basic Law, allowing me to directly feel the successful implementation of ‘One Country, Two Systems’ in Macao. From the drafting of the Basic Law to Macao’s prosperity and stability after the handover under the support of the national legal system, every detail demonstrates the crucial role of the Basic Law as Macao’s constitutional cornerstone. It also helped me understand that ‘one country’ is the fundamental premise of ‘two systems,’ and that love for the country and Macao, together with the spirit of the rule of law, has long been deeply embedded in Macao’s development.” — Audrey Tan
