接受第二十一屆澳門大學研究生會領導機關選舉報名

根據《澳門大學研究生會章程》第三十七條第一款之規定,選舉委員會現接受第二十一屆澳門大學研究生會領導機關候選組別報名,並制定以下指引:

一、選舉資格

根據澳門大學研究生會章程中關於選舉之規定以及選舉委員之要求,報名的候選組別成員必須具備下述資格:

  • 本會會員;
  • 具有被選舉權;
  • 擁護《澳門大學研究生會章程》;
  • 無任何犯罪、不良記錄及無任何研究生會內及大學處分、警告信或其他記錄;
  • 會員大會主席團主席參選人,績效須達到65分及以上(根據會員大會主席團秘書績效考核表為准),須熟悉2025-2026學年會員大會主要工作流程及職責,即全程參與畢業生委員會工作或澳門大學研究生專業代表系列活動中策劃籌備工作(候選閣需提供一份書面材料,見附件《會員大會主席團候選人資料表》);
  • 會員大學主席團參選人中,須至少一人為畢業生委員會工作人員(公眾號官方發布畢業生委員會工作人員名單為准),須至少一人為研究生會專業代表,並全程參與專業代表系列活動的籌備與策劃;
  • 理事會參選人須為“2026濠鏡研究生論壇”之籌委會成員,高質量完成籌委會工作,並且個人績效須在原部門內排名前40%(候選閣需提供一份書面材料,見附件《理事會候選人資料表》);
  • 理事會參選人中,需至少三人熟悉研究生會組織架構並參加過三個以上研究生會品牌活動;
  • 財務長參選人必須具備公共組織的財務管理經驗或熟悉澳門社團的財務報銷工作;
  • 監事會參選人須具備雙重履歷認證:
  1. 2025-2026學年澳門大學研究生會在籍成員,且所屬部門績效評估位列前50%;
  2. 本學年累計參與或籌備執行研究生會主辦活動達三次及以上。參選閣中須至少一人熟悉2025-2026學年監事會工作,即全程參與籌備紅色遊園會及監事會日常監察反饋工作;
  • 監事會參選人須熟悉研究生會內部治理機制,至少滿足以下一項實踐經歷:
    1. 作為監事會本年度聘任幹事參與日常監督工作,且全程參與本年度監事會紅色遊園會的設計及實施,熟悉研究生會內部架構及監事會運作機制;
    2. 參選人須具備跨部門監督實務經驗,即為“2026濠鏡研究生論壇”之籌委會成員且高質量完成籌委會工作,並提交論壇參與工作報告及優化提案。(候選閣需提供一份書面材料,見附件《監事會候選人資料表》);

二、提交內容

所有會員大會主席團及理事會參選人應將第一條第五款、第六款、第七款、第八款、第九款所列資歷證明完整登載於《會員大會主席團候選人資料表》或《理事會候選人資料表》正本。獨立填報,一人一表,將文件匯總至一份PDF文檔。

所有監事會參選人應將第一條第十款、第十一款所列資歷證明完整登載於《監事會候選人資料表》正本。獨立填報,一人一表,將文件匯總至一份PDF文檔。

候選組別須遞交候選組別成員報名表、匯總資料表、學生證副本、政綱、宣傳計劃、競選財政預算及宣傳物料樣本(所有檔尺寸均為A4)各一份。

三、提交時間

會員大會主席團及理事會參選組別、監事會參選組別將已填妥資料的表格(提名表及其他表格請於附件中下載),連同第二點所指資料的所有電子檔在2026年4月12日23:59分前電郵至umpa.electbd@connect.um.edu.mo,逾時恕不受理。

郵件標題應註明:「第二十一屆澳門大學研究生會領導機關選舉—會員大會主席團及理事會選舉報名參選」或「第二十一屆澳門大學研究生會領導機關選舉  —監事會選舉報名參選」。未在規定期間內報名的參選閣則視為放棄資格。

四、宣傳物料修改

已公布的「可接納的參選組別」經選委會的批准後,可以對其宣傳計劃或宣傳物料樣本作出修訂或增加,所有宣傳品樣式須提前3個工作日告知選舉委員會審核備案。

Acceptance of Applications for the Election of the Management Board

Pursuant to Article 37, Paragraph 1 of the Constitution of the University of Macau Postgraduate Association, the Election Committee hereby accepts applications from candidate slates for the election of the Management Board of the 21st University of Macau Postgraduate Association (UMPA) and sets forth the following guidelines:

  1. Eligibility for Election

In accordance with the election-related provisions of the Constitution of the University of Macau Postgraduate Association and the requirements of the Election Committee, members of candidate slates must satisfy all of the following eligibility criteria:

  1. Be members of the Association;
  2. Possess the right to stand for election;
  3. Uphold the Constitution of the University of Macau Postgraduate Association;
  4. Have no criminal record, misconduct record, or any disciplinary action, warning letter, or other adverse record issued by the Postgraduate Association or the University;
  5. Candidates for the General Assembly must obtain a performance score of 65 or above (based on the Secretariat Performance Assessment Form of the General Assembly), be familiar with the main workflows and responsibilities of the General Assembly for the 2025–2026 academic year, and must have fully participated in either the work of the Graduation Committee or the planning and preparation of Professional Representative activities of the Association.
    (Candidate slates shall submit a written statement; see Appendix: “Candidate Information Form – General Assembly”);
  6. Among candidates for the General Assembly, at least one member must be a staff member of the Graduation Committee (subject to the officially published staff list), and at least one must be a Professional Representative who has fully participated in the preparation and planning of Professional Representative activities;
  7. Candidates for the Board of Directors must be members of the Organizing Committee of the “2026 Hou Keang Postgraduate Symposium”, have completed Organizing Committee duties with high quality, and rank within the top 40% in individual performance within their original department.
    (Candidate slates shall submit a written statement; see Appendix: “Candidate Information Form – Board of Directors”);
  8. Among candidates for the Board of Directors, at least three members must be familiar with the organizational structure of the Association and have participated in no fewer than three branded activities organized by the Association;
  9. Candidates for Treasurer General must possess experience in financial management of public organizations or be familiar with financial reimbursement procedures of Macau associations;
  10. Candidates for the Supervisory Board must possess dual credentials:
    1. Be enrolled members of the University of Macau Postgraduate Association during the 2025–2026 academic year, with departmental performance evaluations ranking within the top 50%;
    2. Have cumulatively participated in or organized at least three Association‑hosted activities during the current academic year.
      At least one member of the candidate slate must be familiar with the work of the Supervisory Board for the 2025–2026 academic year, having fully participated in the preparation of the Red Garden Fair and in the Supervisory Board’s routine supervision and feedback work;
  11. Candidates for the Supervisory Board must be familiar with the internal governance mechanisms of the Association and satisfy at least one of the following practical experience requirements:
    1. Have served as an appointed officer of the Supervisory Board during the current academic year, participated in routine supervision work, and fully engaged in the design and implementation of the Supervisory Board’s Red Garden Fair, demonstrating familiarity with the Association’s internal structure and supervisory mechanisms;
    2. Possess cross-department supervisory experience by having served as a member of the Organizing Committee of the “2026 Hou Keang Postgraduate Symposium”, having completed Organizing Committee duties with high quality, and having submitted a symposium participation report together with improvement proposals.
      (Candidate slates shall submit a written statement; see Appendix: “Candidate Information Form – Supervisory Board”).
  1. Submission Requirements
  1. All candidates for the General Assembly and the Board of Directors shall fully document the qualification proofs specified in Section I, Items 5–9, in the corresponding original Candidate Information Forms.
    Forms must be completed individually (one person per form) and compiled into one single PDF document.
  2. All candidates for the Supervisory Board shall fully document the qualification proofs specified in Section I, Items 10–11, in the original Candidate Information Form – Supervisory Board.
    Forms must likewise be completed individually (one person per form) and compiled into one single PDF document.
  3. Each candidate slate shall submit one copy (A4 size) of each of the following documents:
    • Candidate Slate Application Form
    • Consolidated Information Form
    • Copy of Student ID
    • Policy Manifesto
    • Campaign Plan
    • Campaign Financial Budget
    • Samples of Campaign Promotional Materials

III. Submission Deadline

Completed application forms (including nomination forms and other appendices downloadable from the attachments), together with all electronic documents specified in Section II, must be submitted by email no later than 23:59 on 12 April 2026 to:

Late submissions will not be accepted.

Email subject lines must state either:

  • “Election of the Management Board of the 21st University of Macau Postgraduate Association — Application for General Assembly and Board of Directors”, or
  • “Election of the Management Board of the 21st University of Macau Postgraduate Association — Application for Supervisory Board”.

Candidate slates failing to submit applications within the stipulated period shall be deemed to have forfeited their eligibility.

  1. Modification of Campaign Materials

Candidate slates that have been officially announced as approved by the Election Committee may revise or supplement their campaign plans or samples of campaign promotional materials.
All campaign material designs must be submitted to the Election Committee for review and record at least three working days in advance.
