為配合澳門作為「中國與葡語系國家商貿經濟合作平台」的「一平台」的戰略定位，適逢中華人民共和國成立75周年、澳門回歸25周年、中葡建交45周年及澳門蔡氏教育文化基金會成立35周年，澳門蔡氏教育文化基金會舉辦「賀雙慶」第三屆「葡韻盃」葡語歌唱比賽，藉此促進交流，展現澳門多元文化交流。
