Abstract

In this presentation I gather together the salient facts about the American President’s fiscal and trade policies with particular attention to tariffs. First I look at where our expectations about tariffs come from and why tariffs act as consumption taxes. Next I review the history of tariffs and trade policy including the original round of Trump tariffs beginning in 2018, highlighting findings from several high quality studies of their effects. I will discuss American understanding and support for tariffs before looking at currently evolving tariff policy and how China and USA decoupling may impact economic growth in both societies. I conclude with a menu of policies responses to contemplate and examine as a new era of policy history unfolds.

Topic: Public Administration in the Post-Pandemic Era: Challenges, Opportunities, and Directions
Language: English
Objectives:

The COVID-19 pandemic has fundamentally transformed the landscape of public administration, presenting new challenges and opportunities for governments and public sector organizations. This symposium aims to critically explore the evolving dynamics of public administration in this post-pandemic era globally, with a particular focus on the Greater Bay Area, emphasizing innovative practices, policy adaptations, and their implications for governance.

As we navigate this transformative period, we must reconsider our understanding of good governance. The advent of AI-related techniques poses risks of dehumanizing public services, while escalating ideological conflicts between East and West have fueled a trend toward de-globalization. Additionally, public trust in bureaucracies has been undermined by the proliferation of misinformation and disinformation, resulting in citizens’ skepticism regarding governmental efficacy.

Agenda:

In light of these macro-level challenges and the micro-level shifts in citizens’ preferences/sentiments, our symposium is structured around the following themes:

  • Comparative Analysis of Governance Structures, Policy Processes, and Decision-Making Mechanisms in the Greater Bay Area and Beyond
  • Navigating Challenges in Public Administration in the Post-Pandemic Era: New Normalcy and Future Directions
  • Technology and Innovation: The Role of Emerging Technologies and Digital Governance
  • Empirical Research in Public Administration: New Data and Innovative Approaches
  • Sustainable Development and Environmental Policy and Governance

Now, in 2024, we celebrate the 50th anniversary of the establishment of Sino-Brazilian relations. Over the past 50 years, China and Brazil have developed a strong and multifaceted relationship, characterized by cooperation across various sectors, including not only traditional areas but also poverty reduction, social development, scientific and technological innovation, environmental protection, climate change mitigation, the low-carbon economy, and the digital economy. Therefore, this conference aims to discuss the diplomatic relations between Brazil and China over the decades and reflect on future scenarios.

Abstract: In the last decades of the past century, growing criticism of the effects of government intervention in the economy led to a decline in the governments’ role in the production of goods and services largely in the West. In the domain of local governments and the delivery of public services, a wave of privatization was the main tool for reform, often through the contracting out the public service delivery. Since the results of privatization were much more modest than expected, in the first decades of this century other types of reforms have intensified. On the one hand, in terms of the provider jurisdiction (amalgamation and inter-municipal cooperation); on the other, regarding the organization of production (corporatization and remunicipalization). After five decades of local government reform, a hybridization of the local service-machine is the most common approach to public service delivery.
