Prof. Shui-Yan TANG, Professor, Sol Price School of Public Policy, University of Southern California, USA

Shui-Yan Tang is Frances R. and John J. Duggan Professor in Public Administration and Chair of the Department of Public Policy and Management in the Sol Price School of Public Policy at the University of Southern California. He was elected as a Fellow of the US National Academy of Public Administration in 2009.

Prof. Tang’s research focuses on institutional analysis and design, common-pool resource governance, environmental politics and policy, collaborative governance, and governance reform. He has been published in numerous journals, including: Comparative Politics, Economic Development Quarterly, Environment and Planning A, Governance, Human Ecology, Harvard Business Review, Journal of Public Administration Research and Theory, land Economics, Public Administration Review, The China Quarterly, and World Development. Prof. Tang also served on the editorial boards of the Journal of Public Administration Research and Theory and International Public Administration Review.

Abstract: A key challenge in institutional analysis and policy research is to define the underlying research problem in a theoretically and practically meaningful way. Using examples from his teaching and research, Professor Tang explains how researchers must keep refining their problem statement from the beginning to the end of a study.

Prof. Germà BEL, Professor of Economics and Public Policy, University of Barcelona, Spain

Germà Bel, Professor of Economics and Public Policy and Director of the Observatory of Public Policies Analysis and Evaluation at the University of Barcelona, Spain, is an editor of Local Government Studies. With a regional focus on Europe, Prof. Bel has academic interests in a wide range of public policy topics, including public sector reform, privatization & regulation, infrastructure and transportation, local public services, and environmental policy. He has published numerous articles in top academic journals in the related fields. Apart from his academic career, Prof. Bel served as advisor to the Spanish Ministers of Public Affairs and of Public Works and Transportation between 1990 and 1993 and was a member of the Spanish Parliament (2000-2004) and member of the Catalan Parliament (2015-2017).

Abstract: In the last decades of the past century, growing criticism of the effects of government intervention in the economy led to a decline in the governments’ role in the production of goods and services largely in the West. In the domain of local governments and the delivery of public services, a wave of privatization was the main tool for reform, often through the contracting out the public service delivery. Since the results of privatization were much more modest than expected, in the first decades of this century other types of reforms have intensified. On the one hand, in terms of the provider jurisdiction (amalgamation and inter-municipal cooperation); on the other, regarding the organization of production (corporatization and remunicipalization). After five decades of local government reform, a hybridization of the local service-machine is the most common approach to public service delivery.

Abstract: Evidence on the relationship between government size and corruption is mixed and can be misleading, as government size is typically measured by fiscal size. The core hypothesis in this research is that the type of government intervention in the economy – rather than the size of government – is a key explanatory factor for corruption. This hypothesis is tested for the countries of the European Economic Area (EEA: European Union -EU- and European Free Trade Area -EFTA-). The empirical analysis unravels the effects of the two main government intervention tools: fiscal and regulatory. Fiscal intervention is measured by government spending, and regulatory intervention is measured by regulatory quality. The main result is that fiscal burden has no significant relationship with corruption. Instead, a consistent and significant positive association is found between regulatory burden and corruption. Furthermore, legal origins and democratic experience contribute to explaining differences in corruption between European countries.

Prof. Mark BEESON, Adjunct Professor, University of Technology Sydney and Griffith University

Mark Beeson is an adjunct professor at the University of Technology Sydney and Griffith University. He was previously professor of international politics at the University of Western Australia. Before joining UWA, he taught at Murdoch, Griffith, Queensland, York (UK) and Birmingham, where he was also head of department. His latest book is Environmental Anarchy? International Security in the 21st Century, Bristol University Press, 2021.

Abstract:

Australia’s two most important bilateral relationships are with China and the United States. Unfortunately, the relationship between China and the US is not as productive or friendly as it could be at the moment. Negotiating a course between these two great powers is consequently an increasingly difficult exercise for Australian policymakers. Part of the difficulty can be explained by Australia’s longstanding alliance with the US, which has historically dominated strategic policy in particular. Despite relations with China having significantly improved, tensions remain in the bilateral relationship and much will depend on how American strategic policy evolves, especially if Donald Trump becomes president again. This talk provides an overview of these challenges and the issues that may help or hinder closer ties between Australia and China in particular.

Dear Students,

The Department of Government and Public Administration, Faculty of Social Sciences (FSS), is calling for application of student trainees in our Department office:

Rate

  • The hourly rate will be MOP66 for technical duties

Key office administrative duties

  • Assist in design and event promotion tasks, e.g. producing event poster and promotional materials
  • Assist in events or activities organization, e.g. news writing, photo-taking, serving as MC, etc.
  • Translation

Requirements

  • UM undergraduate & graduate student(s) (Priority will be given to students with experience in website design)
  • Fluent English and Portuguese speaker (knowledge in Cantonese and Mandarin is preferred)
  • With relevant work experience using MS Office/Photoshop/AI
  • With positive attitude and strong sense of responsibility
