Academic Year 2025/2026 – Arrangement of Application for “Special Authorization to Stay”
2025/2026學年 - 申辦「逗留特別許可」的安排
各位新同學:
據澳門相關法例規定,非本地學生在澳修讀高等院校課程必須辦理「逗留特別許可」,該許可是逗留澳門的有效證件。因此,所有非本地學生必須按時辦理,否則將觸犯法律,導致逾期居留,後果相當嚴重 (最嚴重的情況將被驅逐出境,並在兩年內禁止再次進入澳門)。有關資訊可瀏覽澳門治安警察局網頁(連結)。
此外,因應澳門治安警察局為提升處理效率和及優化服務體驗的最新措施,所有申辦「逗留特別許可」的學生須事先在網上預約辦理時間。學生可按個人情況進行網上預約後自行前往出入境事務大樓辦理。然而,未有預約的申請將不予辦理。具體申請流程如下:
- 完成入學註冊手續;
- 網上提交申請及預約辦理時間:
於入境時所獲發的「逗留許可」有效期內,透過外地學生「逗留特別許可」網上綜合系統 (連結)提交申請。請保留該系統生成的「申請二維碼」及預約辦理時間的截圔(僅開放未來兩個月內的日期)。
3. 親臨辦理:按預約時間親臨氹仔出入境事務大樓,並按以下步驟完成申辦流程:
A. 向接待處工作人員出示證件,並領取「N類」籌號。
B. 向指模室工作人員出示證件、籌號及「申請二維碼」,並錄取指紋和拍照。
C. 等待工作人員安排前往指定櫃枱辦理手續。
D. 取得《申請收據》等文件。
- 領取申請結果:
在《申請收據》指定的日期前,透過(連結)查詢申請結果。獲批准後,在該日期前帶同申請時所使用的證件親臨自助服務機或人工服務櫃枱領取外地學生「逗留特別許可憑條」及「批准通知書」。
最後,為更好照顧同學在申請時遇到疑難,學生資源處準備了包括常見問題及交通資料的圖文包並將於以下日期安排兩場諮詢會提供諮詢服務予有需要的同學。無需預約,歡迎參與。

Dear student,
In accordance with Macao Law, all non-local students (taking a Higher Education Programme at a Higher Institute in Macao are required to apply for “Special Authorization to Stay” (aka “student visa”). This document serves as a valid permit to stay in Macao. Failing to comply with this requirement will result in violation of the law and serious consequence (The violator may be expelled from Macao and prohibited to enter Macao again within two years). For more information about it, please visit the relevant page (LINK).
In addition, to response the latest measures launched by the Macao Public Security Police Force with the aim to enhance efficiency and optimize the service experience, all students’ application for “Special Authorization to Stay” must make an online appointment in advance. Students are enable to make the appointment based on their own available slot and approach to the Immigration Building on their own for application. However, for those applications without advance appointment will not be entertained. The application process is as follows:
- Completed registration procedure.
- Online application and made appointment:
Within the permit period issued upon entry, submit your application via the “Integrated Online System for Special Authorization to Stay for Non-resident Students (LINK). Please keep the screen shot of “Application QR Code” generated by the system and make the appointment (only available within the next two months).
3. On the appointment date of application: Approach Immigration Building at the scheduled appointment in person and complete the application process as follows
A. Present the “Travel Document” to the on-site staff and get a “Type N” number;
B. Present the “Travel Document”, “Type-N” number, and “Application QR Code” to the on-site staff for fingerprints taken and photo taken;
C. Approach the designated counter for processing;
D. Obtain the “Application Receipt” and other documents.
4. Collect the result of application:
Enquiry the result of application via (LINK) before the date specified on the “Application Receipt”. After application approved, bring the “Travel Document” by approaching the self-service kiosk or service counter to collect “Approval Notification” and “Slip of Special Authorization to Stay”.
Lastly, to cope with the students with application difficulties, the Student Resources Section has prepared the FAQ as well as the traffic information listed in infographic and two consultation sessions will be held on the following date to provide consultation to students in need. Welcome to join in, while NO registration is required.
