澳門大學將於2月26日(星期三)舉辦大學講壇之“全球AI治理之現況:從研究及法規角度探析AI的主流認知”講座,由澳大法學院特聘教授Rostam J. NEUWIRTH解構人工智能的概念,並就未來的研究和監管方向提出建議。歡迎有興趣人士參加。

Rostam J. NEUWIRTH亦是澳大法學院環球法律學系系主任,在法學、世貿組織和區域貿易法、跨國法、金磚國家商法、歐盟貿易法等領域深有研究。其學術專著《矛盾修辭時代的法律:語言、邏輯和法律之間的通感》及《歐盟人工智能法案:監管潛意識人工智能系統》分別於2018年及2023年由英國國際出版社Routledge出版;此外,他亦發表了多篇書籍章節及學術文章。這些出版物重點關注當代全球法律議題,探討法律與貿易、語言、認知、文化、社會、科技等方面的聯繫。

UM Distinguished Professor to give talk on global AI governance at UM next Wednesday

The University of Macau (UM) will hold a talk titled ‘The Current State of the “Global AI Governance Debate”: Challenging the Dominant AI Narrative for Research and Regulation’ on 26 February (Wednesday) as part of the University Lecture Series. The talk will be given by Rostam J. Neuwirth, Distinguished Professor and head of the Department of Global Legal Studies in the UM Faculty of Law (FLL), who will explain the concept of artificial intelligence (AI) and suggest directions for future research and regulation.

The talk will begin at 3:30pm in the Multi-function Hall of the UM Guest House (N1-G014) and will be conducted in English. All are welcome to attend. 澳大團隊發現人類腸道細菌對中藥多糖利用的關鍵因素

澳門大學健康科學學院教授梁麗嫻、中國科學院深圳先進技術研究院研究員戴磊、廣東省中醫院及中醫證候全國重點實驗室教授周華共同帶領的團隊在人體腸道擬桿菌和副擬桿菌選擇性利用中藥多糖的分子機制上取得了重大進展,對人類腸道微生物組、碳水化合物活性酶、膳食和中藥多糖的開發與應用等領域具有重要意義。相關研究成果已發表在國際知名期刊《自然—通訊》上。

該研究首次發現一種人體應答菌對特異代謝石斛多糖的選擇性利用。研究團隊以合成生物學交叉學科的方法,在該細菌中發現了特有的多糖利用基因座。通過結構比對、分子對接,進一步證明了GH26酶具有保守的催化位點(E415/E504)和底物結合位點,是石斛多糖代謝核心酶。研究開創發現了人類腸道細菌對中藥多糖利用的關鍵因素,強調中藥多糖具高度特異性利用,有助理解多糖的體內潛在用途及作用機理,突顯對腸道菌群進行精准靶向的潛力,為治療干預開闢了新路徑。

利用中藥多糖調控腸道微生物組,已被證明是治療人類疾病的一種具有前景的策略。人體腸道中的擬桿菌和副擬桿菌是膳食多糖的主要消費者,了解這些腸道共生細菌如何利用中藥多糖,對開發新型基於多糖的益生元和藥物從而改善人類健康至關重要。然而,目前尚缺乏對腸道細菌利用中藥多糖的系統性分析及相應的遺傳基礎研究。

研究團隊系統地繪製了28種人體腸道擬桿菌和副擬桿菌利用20種中藥多糖的生長表型的圖譜,發現腸道擬桿菌之間和中藥多糖之間存在顯著生長差異。其中,鐵皮石斛多糖(一種葡甘聚糖)能特別促進單形擬桿菌(B. uniformis DA183)的生長。為了揭示石斛多糖選擇性促進單形擬桿菌生長背後的遺傳機制,該研究進行了比較轉錄組分析和基因敲除實驗。結果表明,多糖利用基因簇PUL34和關鍵酶GH26_BuDA183對於單形擬桿菌DA183菌株利用石斛多糖至關重要。透過序列比對分析,發現只有單形擬桿菌DA183的基因組能編碼完整的PUL34_BuDA183基因簇。

最後,為了表徵單形擬桿菌GH26酶的催化活性及底物特異性機制,研究團隊將AlphaFold2預測的單形擬桿菌GH26酶蛋白結構與卵形擬桿菌GH26酶的晶體結構進行比對分析,發現這兩種GH26的催化位點和底物結合位點是相同的,這表明單形擬桿菌GH26酶與卵形擬桿菌GH26酶有相似的催化劑機制。隨後,研究團隊通過表達和純化GH26酶,在體外證明了其對多種甘露聚糖的水解活性。點突變實驗表明,谷氨酸殘基E415A或E504A的突變都會導致酶活性喪失,證明兩個催化位點對酶活性都是必要的。分子對接模擬顯示底物的反應性取決於其與催化殘基相互作用的能力。

總體而言,該研究提供了一個通用框架,用以分析人體腸道細菌對植物多糖的利用情況,並深入理解其背後的分子機制。這些發現對多個研究領域具有重要意義,包括人類腸道微生物組、碳水化合物活性酶、膳食和中藥多糖的開發與應用等。此外,一些中藥多糖(如石斛多糖)的高度特異性利用,也突顯了基於中藥多糖的益生元和藥物在靶向調節人類腸道微生物組方面的潛力。

UM research team discovers key factors in utilisation of medicinal polysaccharides by human gut bacteria

A research team jointly led by Elaine Leung Lai Han, professor in the Faculty of Health Sciences at the University of Macau (UM), Dai Lei, principal investigator at the Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences, and Zhou Hua, professor at the State Key Laboratory of Traditional Chinese Medicine Syndrome and Guangdong Provincial Hospital of Chinese Medicine, has made significant progress in understanding the molecular mechanism by which human gut Bacteroides and Parabacteroides selectively utilise medicinal polysaccharides. The study has important implications for several research areas, including the human gut microbiome, carbohydrate-active enzymes, and the development and application of dietary and medicinal polysaccharides. The research has been published in the prestigious international journal Nature Communications.

The study is the first to report the selective utilisation of Dendrobium polysaccharides by Bacteroides uniformis, a human gut commensal bacterium. Using an interdisciplinary synthetic biology approach, the researchers discovered a unique polysaccharide utilisation locus in this bacterium. Structural alignment and molecular docking analyses further revealed that the GH26 enzyme, with conserved catalytic sites (E415/E504) and substrate-binding sites, is a key enzyme in Dendrobium polysaccharide metabolism. This research pioneers the discovery of critical factors in the utilisation of medicinal polysaccharides by the human gut microbiota, highlighting the highly specific utilisation of medicinal polysaccharides. It advances our understanding of their potential in vivo applications and mechanisms of action, and underscores the potential for precise targeting of the gut microbiota, opening up new avenues for therapeutic intervention.

Manipulation of the gut microbiome using medicinal polysaccharides has emerged as a promising therapeutic strategy for human disease. Human gut Bacteroides and Parabacteroides are known to be the primary consumers of dietary polysaccharides. Understanding how human gut commensal bacteria utilise medicinal polysaccharides is important for the development of novel polysaccharide-based prebiotics and drugs to improve human health. However, a systematic profiling of gut bacterial utilisation of medicinal polysaccharides and the underlying genetic basis is still lacking.

The research team systematically mapped the utilisation profiles of 20 different medicinal polysaccharides by 28 human gut Bacteroides and Parabacteroides species. They found that different Bacteroides and Parabacteroides species showed distinct utilisation profiles of medicinal polysaccharides. Notably, Dendrobium polysaccharides (DPs, a type of glucomannan) specifically induced the growth of Bacteroides uniformis DA183. Transcriptomics and gene knock-out were performed to reveal the genetic mechanism behind the selective utilisation of DPs. The research team identified the key gene cluster PUL34 and the critical enzyme GH26_BuDA183 involved in DPs utilisation. Sequence alignment revealed that only the genome of B. uniformis DA183 encodes the complete PUL34_BuDA183 gene cluster.

Finally, to characterise the activity and substrate specificity of the GH26 enzyme from B. uniformis, the research team compared the protein structure of B. uniformis GH26 predicted by AlphaFold2 with the crystal structure of B. ovatus GH26. They found that the catalytic sites and substrate-binding sites are conserved between these two GH26 enzymes. This suggests that the GH26 enzyme from B. uniformis has a similar catalytic mechanism to that of B. ovatus. The team then expressed and purified the GH26 enzyme and demonstrated its hydrolytic activity against multiple mannans in vitro. Point mutation experiments showed that mutation of either the glutamate residue E415A or E504A leads to loss of enzyme activity, confirming that both catalytic sites are essential for enzyme function. Molecular docking simulations showed that substrate reactivity depends on the ability of the substrates to interact with the catalytic residues.

In general, the study provides a general framework for profiling the utilisation of plant-derived polysaccharides by human gut bacteria and understanding the underlying molecular mechanisms. These findings have important implications for several research areas, including the human gut microbiome, carbohydrate-active enzymes, and the development and application of dietary and medicinal polysaccharides. In addition, the highly specific utilisation of some medicinal polysaccharides (e.g. Dendrobium polysaccharides) also highlights the potential of glycan-based prebiotics and drugs for targeted modulation of the human gut microbiome.

Prof Leung, Dr Dai, and Prof Zhou are the co-corresponding authors of the study. Qu Zepeng, a PhD student at Macau University of Science and Technology; Liu Hongbin, an assistant researcher at the Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences; and Yang Ji, a faculty member in the School of Chinese Materia Medica at Guangdong Pharmaceutical University, are the co-first authors. 澳門大學澳門中藥檢測中心今(18)日舉辦首場業界推介會,藉此加強與業界聯繫,推動中藥大健康產業的發展,為澳門經濟適度多元注入新的技術支撐。

推介會開幕式上,澳門特區政府藥物監督管理局副局長李世恩、澳門大學副校長葛偉分別致辭。李世恩表示:“藥物檢驗是藥物監督管理工作的重要基石。通過科學嚴謹的檢測手段,能夠有效監控藥物質量,從而保障市民用藥的安全;更重要的是,完善的藥物檢驗體系能增強社會各界對澳門藥物及中藥產品的信心。期望透過第三方中藥檢測的合作,與澳大澳門中藥檢測中心共同努力,賦能中藥創新發展,助力推動澳門的中醫藥大健康產業。”

葛偉感謝相關政府部門、行業協會、企業廠商代表參加推介會,並對檢測中心成立以來的工作給予充分肯定,以及提出進一步期望。他表示,澳大將一如既往以推動澳門特區經濟適度多元為己任,大力支持檢測中心的工作與發展。

會上,檢測中心綜合部介紹了澳大澳門中藥檢測中心提供的服務範圍、收費標準及客戶服務平台使用,客戶可以透過MYLIMS電子平台進行諮詢、提交委託、查詢,流程操作簡單。會後,嘉賓還參觀了檢測中心實驗室,進一步交流探討檢測合作。

UM Macao Centre for Testing of Chinese Medicine holds promotion event

The Macao Centre for Testing of Chinese Medicine (MCTCM) of the University of Macau (UM) held its first promotion event today (18 February), with the aim of strengthening connections with the industry, promoting the development of the Chinese medicine and ‘big health’ industries, and providing technical support for Macao’s economic diversification. More than 60 government officials and industry practitioners attended the event.

Speaking at the opening ceremony, Lei Sai Ian, vice president of the Pharmaceutical Administration Bureau of the Macao SAR Government, said that ‘Drug testing and inspection are fundamental cornerstones of pharmaceutical supervision and management. Through scientifically rigorous testing methods, we can effectively monitor the quality of medicines and ensure the safety of our citizens’ medication. More importantly, a well-established drug inspection system can enhance public confidence in local drugs and traditional Chinese medicine products. By collaborating with third-party testing services, we aim to work with the Macao Centre for Testing of Chinese Medicine to support the innovative development of Chinese medicine and promote the health industry in Macao.’

Ge Wei, vice rector of UM, mentioned that UM will continue to promote the economic diversification of the Macao SAR and support the work and development of MCTCM.

Li Shaoping, director of UM MCTCM, gave an overview of the centre’s development, technical features, and development goals. He said that MCTCM will provide high-quality technical support for the registration of Chinese medicines in Macao and the quality control of Chinese medicines in the market.

The Department of General Management of UM MCTCM also introduced the centre’s range of services and fees, as well as its customer service platform. Through the MyLIMS electronic platform, clients can consult, submit requests, and make enquiries. After the event, the participants visited the centre’s laboratory and had further discussions on cooperation.

Also present at the event were: Cen Jiayi, director of the Department of Education and Youth Affairs of the Liaison Office of the Central People’s Government in the Macao SAR; Loi I Leng, acting deputy director of the Health Bureau of the Macao SAR Government; Iong Nin Fai, acting department head of the Economic and Technological Development Bureau of the Macao SAR Government; Cheang Kun Wai, member of the Administrative Committee of the Science and Technology Development Fund of Macao; Chao Pang, senior manager of the Commerce and Investment Promotion Institute of Macao; Li Peng, deputy director of the UM Institute of Chinese Medical Sciences and director of the UM Macao Centre for Research and Development in Chinese Medicine; Di Lijun, assistant dean of the UM Faculty of Health Sciences; Zhao Yonghua, interim associate head of the Macau Institute for Translational Medicine and Innovation, UM; Jay Chun, chairman of Paradise Entertainment Limited; Kuan Peng Kun, executive director of the Macau Medical and Health Federation; Kuan Su Kun, president of the Macau Chinese Medicine Industry Guild, Kuan Su Kun; and Liang Zhiming, director of production operations of Nan Yue Natural Medicine Co Limited.

Since its establishment, UM MCTCM has been committed to fully leveraging Macao’s strengths and technical characteristics. Its goal is to ‘base itself on international standards, develop Macao testing, achieve Macao certification, and assist in the industrialisation and internationalisation of Macao’s Chinese medicine’. The centre focuses on promoting the development of specialised projects in Chinese medicine testing and the application of research results. It aims to utilise its strengths in establishing international standards for Chinese medicine to create a connotation of ‘Macao quality’ of ‘products made in Macao’, ‘products inspected by Macao’, and ‘products supervised by Macao’, thereby providing strong technical support and guarantees for the establishment and development of Macao’s Chinese medicine brands.

UM MCTCM is a third-party testing institution designated by the Pharmaceutical Administration Bureau (ISAF) of the Macao SAR Government and also serves as a cooperative institution for external testing services through the Macau Productivity and Technology Transfer Center (CPTTM). As of the end of 2024, nearly 120 testing items of the centre have been accredited by the China National Accreditation Service for Conformity Assessment (CNAS), covering most of the requirements for traditional Chinese medicine testing capabilities as outlined in the Chinese Pharmacopoeia. MCTCM will provide high-quality, efficient, and intelligent services to its clients. The team at the centre will also continuously enhance its testing capabilities with a commitment to serving Macao’s Chinese medicine industry and establishing a hub for quality testing certification in the Guangdong-Hong Kong-Macao Greater Bay Area.

國家安全法研討會在澳大舉行

由澳門大學法學院承辦的“國家安全法的演進與影響:內地與港澳法律的互動”研討會於2024年12月7日在澳大舉行,匯聚內地和港澳地區近40位法學專家,共同探討國家安全法的發展脈絡及其在大灣區法律實踐中的重要意義。

研討會開幕式上,中國政法大學校長馬懷德、教育部港澳台事務辦公室一級調研員張靜和澳門大學法學院院長唐曉晴分別致辭。中央政府駐港聯絡辦法律部副部長兼一級巡視員王建源、處長兼一級調研員潘寶良,中央政府駐澳聯絡辦法律部二級巡視員劉佳慧、處長高真,全國人大常委會港澳基本法委員會研究室處長別致、副處長吳俊,中共中央港澳辦八局副處長宋培等亦出席了開幕式。

研討會分為三個專題環節,第一節由深圳大學法學院院長熊偉主持。甘肅政法大學司法警察學院副院長秦冠英就國家安全法的立法演進作主題發言,清華大學法務辦副主任、法學院副教授屠凱就內地與港澳法律的互動提出新的分析框架,中山大學法學院教授、港澳基本法研究中心主任郭天武就涉國家安全案件證明書制度適用問題進行深入探討,中南財經政法大學法學院院長陳柏峰與武漢大學法學院副院長祝捷擔任評議。

第二節由暨南大學法學院、一國兩制與基本法研究院副院長李響主持。中國政法大學法學院副院長姚國建就香港國安法與基本法的關係作專題發言,深圳大學港澳基本法研究中心主任鄒平學就建立健全香港維護國家安全的配套法律制度作重要發言,廈門大學法學院副教授魏磊杰就香港國安法的立法特色與未來展望進行分析,香港樹仁大學法律與商業學系助理教授肖惠娜就香港《維護國家安全條例》的司法適用狀況進行深入分析,香港大學法律學院講師劉山就香港國安法生效後對香港家事法律程序中披露義務的影響作專題報告,澳門科技大學法學院助理教授薛文超就澳門國安法刑事條款與整體刑事法規範的互動進行探討,澳門大學法學院榮休教授駱偉建和研究助理教授賴冠儒則就澳門系統化國家安全教育的實證與優化作主題報告。屠凱與中國社會科學院法學研究所研究員劉仁文擔任評議。

第三節分為兩場,第一場由浙江大學求是學院常務副院長趙駿主持。祝捷以《國家安全法教學的現狀和問題》作主題報告,中南財經政法大學刑事司法學院教授楊柳就論香港國安法中刑事法律規定的性質和特徵作深入闡述。第三節第一場由吉林大學法學院院長何志鵬與廈門大學法學院副院長朱曉勤擔任評議。第二場由駱偉建主持,何志鵬就國家安全教育的素養意義與專業意義作主題發言,深圳大學港澳基本法研究中心副主任王千華就總體國家安全觀和涉外法治課程實踐進行探討,華東政法大學發展規劃處處長、學科建設辦公室主任、國家安全研究院執行院長李翔就內地國家安全法學學科建設概況作深入闡述,西北政法大學國家安全學院院長舒洪水就國家安全法教育的現狀、問題與對策作專題發言。鄒平學與趙駿擔任評議。

中國政法大學港澳台事務辦公室主任、港澳台教育中心主任李居遷在研討會閉幕環節作總結發言。唐曉晴亦表示,是次研討會對深化國家安全法律研究、促進內地與港澳法律體系的良性互動具有重要意義;研討會的成功舉辦,將為推動粵港澳大灣區法治建設提供重要的學術支撐。

Seminar on national security law held at UM

The seminar titled ‘The Evolution and Impact of National Security Law: The Interaction between China Mainland and Hong Kong-Macao Legal Systems’, hosted by the Faculty of Law (FLL) of the University of Macau (UM), was held at UM on 7 December 2024. The event brought together nearly 40 legal experts from mainland China, Hong Kong, and Macao to discuss the development of national security law and its significance for legal practice in the Guangdong-Hong Kong-Macao Greater Bay Area.

The opening ceremony featured speeches by Ma Huaide, president of China University of Political Science and Law; Zhang Jing, first-level inspector of the Office of Hong Kong, Macao and Taiwan Affairs of the Ministry of Education; and Tong Io Cheng, dean of UM FLL. Also present were Wang Jianyuan, deputy director and first-level inspector, Pan Baoliang, division chief and first-level inspector, of the Department of Law of the Liaison Office of the Central People’s Government in the Hong Kong SAR; Liu Jiahui, second-level inspector, and Gao Zhen, division chief, of the Department of Law of the Liaison Office of the Central People’s Government in Macao SAR; Bie Zhi, division chief, and Wu Jun, deputy division chief, of the Research Office of the Hong Kong and Macao Basic Law Committee of the Standing Committee of the National People’s Congress; and Song Pei, deputy division chief of Bureau VIII of the Hong Kong and Macao Work Office of the CPC Central Committee.

The seminar consisted of three sessions. The first session was chaired by Xiong Wei, dean of the Law School at Shenzhen University. Qin Guanying, associate dean of the School of Judicial Police at Gansu University of Political Science and Law, gave a keynote speech on the legislative evolution of national security law. Tu Kai, associate professor in the School of Law and deputy director of the Office of Legal Affairs at Tsinghua University, proposed a new analytical framework on the interaction between the laws of mainland China, Hong Kong, and Macao. Guo Tianwu, professor in the School of Law and director of the Hong Kong and Macao Basic Law Research Center at Sun Yat-sen University, discussed in depth the application of the certificate system in cases involving national security. The session concluded with comments from Chen Baifeng, dean of the School of Law at Zhongnan University of Economics and Law, and Zhu Jie, deputy dean of the Law School at Wuhan University.

The second session was chaired by Li Xiang, vice dean of the Law School and vice director of the Institute of ‘One Country, Two Systems’ and Basic Law at Jinan University. Yao Guojian, associate dean of the School of Law of China University of Political Science and Law, delivered a keynote speech on the relationship between the Hong Kong National Security Law and the Basic Law. Zou Pingxue, director of the Center for Basic Laws of Hong Kong and Macao Special Administrative Regions at Shenzhen University, gave a speech on the establishment of a sound legal system for safeguarding national security in Hong Kong. Wei Leijie, associate professor in the School of Law at Xiamen University, analysed the legislative features and future outlook of the Hong Kong National Security Law. Xiao Huina, assistant professor in the Department of Law and Business at Hong Kong Shue Yan University, provided an in-depth analysis of the judicial application of Hong Kong’s Safeguarding National Security Ordinance. Lau Shan, lecturer in the Faculty of Law at the University of Hong Kong, presented a special report on the impact of the Hong Kong National Security Law on disclosure obligations in Hong Kong’s family proceedings. Xue Wenchao, assistant professor in the Faculty of Law at Macau University of Science and Technology, discussed the interaction between the criminal provisions of the Macao National Security Law and the framework of criminal law. Emeritus Professor Lok Wai Kin and Research Assistant Professor Lai Kuan Ju in UM FLL presented on the empirical and optimisation aspects of systematic national security education in Macao. The session concluded with comments from Tu Kai and Liu Renwen, researcher at the Institute of Law of the Chinese Academy of Social Sciences.

The third session was divided into two parts. The first part was chaired by Zhao Jun, executive vice dean of Qiushi College at Zhejiang University. Zhu Jie delivered a keynote speech on ‘The Status Quo and Problems in Teaching National Security Law’. Yang Liu, professor in the Criminal Justice School at Zhongnan University of Economics and Law, gave a detailed account of the nature and characteristics of criminal law provisions in the Hong Kong National Security Law. The first part concluded with comments from He Zhipeng, dean of the School of Law at Jilin University, and Zhu Xiaoqin, vice dean of the School of Law at Xiamen University.

The second part was chaired by Lok Wai Kin. He Zhipeng gave a keynote speech on the significance of national security education in terms of competence and professionalism. Wang Qianhua, deputy director of the Center for Basic Laws of Hong Kong and Macao Special Administrative Regions at Shenzhen University, discussed the implementation of courses on the concept of holistic national security and foreign-related laws. Li Xiang, director of the Department of Development and Planning, director of the Office of Academic Program Development, and executive director of the Institute of National Security Studies at East China University of Political Science and Law, gave an in-depth presentation on the disciplinary development of national security law in mainland China. Shu Hongshui, dean of the National Security School of the Northwest University of Political Science and Law, gave a speech on the status quo, problems, and countermeasures for national security education. The second part concluded with comments from Zou Pingxue and Zhao Jun.

At the closing session, Li Juqian, director of the Office of Hong Kong, Macau and Taiwan Affairs and director of the Hong Kong, Macau and Taiwan Education Center at China University of Political Science and Law, delivered the closing remarks. Tong Io Cheng also mentioned that the seminar was important for deepening research on national security law and promoting positive interaction between the legal systems of mainland China, Hong Kong, and Macao. The successful hosting of the seminar will provide important academic support for advancing the rule of law in the Greater Bay Area.

Seminário sobre a Lei de Segurança Nacional Realizado na Universidade de Macau

O seminário intitulado “A Evolução e o Impacto da Lei de Segurança Nacional: A Interação entre os Sistemas Jurídicos do Interior da China, Hong Kong e Macau”, organizado pela Faculdade de Direito da Universidade de Macau no dia 7 de Dezembro de 2024, reuniu cerca de 40 especialistas jurídicos do Interior da China, Hong Kong e Macau. O evento teve como objetivo analisar a evolução da Lei de Segurança Nacional e a sua importância para a prática jurídica na Grande Baía.

Na sessão de abertura, discursaram o Professor Ma Huaide, Reitor da Universidade Chinesa de Ciências Políticas e Direito, a Sra. Zhang Jing, Inspectora de Primeira Classe do Gabinete para os Assuntos de Hong Kong, Macau e Taiwan do Ministério da Educação, e o Professor Tong Io Cheng, Director da Faculdade de Direito da Universidade de Macau. Entre os convidados estavam o Sr. Wang Jianyuan, Director-Geral Adjunto e Inspector de Primeira Classe do Departamento Jurídico do Gabinete de Ligação do Governo Popular Central na RAEHK, o Sr. Pan Baoliang, Chefe de Divisão e Inspector de Primeira Classe do mesmo departamento; o Sr. Liu Jiahui, Inspector de Segunda Classe, e o Sr. Gao Zhen, Chefe de Divisão do Departamento Jurídico do Gabinete de Ligação do Governo Popular Central na RAEM; o Sr. Bie Zhi, Chefe de Divisão, e o Sr. Wu Jun, Chefe-Adjunto do Gabinete de Investigação do Comitê da Lei Básica de Hong Kong e Macau do Comité Permanente da Assembleia Popular Nacional; bem como a Sra. O seminário foi dividido em três sessões temáticas. A primeira sessão, presidida pelo Professor Xiong Wei, Director da Faculdade de Direito da Universidade de Shenzhen, contou com apresentações do Professor Qin Guanying, Vice-Director da Escola de Polícia Judicial da Universidade de Ciências Políticas e Direito de Gansu, que abordou a evolução legislativa da Lei de Segurança Nacional da China; do Professor Tu Kai, Vice-Director do Gabinete de Assuntos Jurídicos e Professor Associado da Faculdade de Direito da Universidade de Tsinghua, que propôs um novo quadro analítico sobre a interacção entre as leis do Interior da China, Hong Kong e Macau; e do Professor Guo Tianwu, da Universidade Sun Yat-sen, que discutiu a aplicação do sistema de certificados para casos relacionados à segurança nacional. A sessão contou ainda com comentários do Professor Chen Baifong, Director da Faculdade de Direito da Universidade de Economia e Direito de Zhongnan, e do Professor Zhu Jie, Vice-Director da Faculdade de Direito da Universidade de Wuhan.

A segunda sessão, presidida pelo Professor Li Xiang, Vice-Director da Faculdade de Direito e do Instituto “Um País, Dois Sistemas” e Lei Básica da Universidade de Jinan, incluiu palestras do Professor Yao Guojian, Vice-Director da Faculdade de Direito da Universidade de Ciências Políticas e Direito da China, que abordou a relacção entre a Lei de Segurança Nacional de Hong Kong e a Lei Básica; do Professor Zou Pingxue, Director do Centro de Estudos da Lei Básica de Hong Kong e Macau da Universidade de Shenzhen, que destacou a necessidade de um sistema jurídico de apoio para a segurança nacional em Hong Kong; e do Professor Wei Leijie, da Universidade de Xiamen, que analisou as características legislativas e as perspetivas futuras da Lei de Segurança Nacional de Hong Kong. A Professora Xiao Huina, da Universidade Shue Yan de Hong Kong, apresentou uma análise aprofundada sobre a aplicação judicial da “Lei de Salvaguarda da Segurança Nacional” de Hong Kong. O Professor Lau Shan, da Universidade de Hong Kong, relatou o impacto da Lei de Segurança Nacional sobre as obrigações de divulgação em processos familiares na RAEHK, enquanto o Professor Xue Wenchao, da Universidade de Ciência e Tecnologia de Macau, explorou a interacção entre as disposições penais da Lei de Segurança Nacional de Macau e o direito penal em geral. O Professor Emérito Lok Wai Kin, da Universidade de Macau, fez uma apresentação sobre a educação sistemática em segurança nacional em Macau. Os debatedores desta sessão foram o Professor Tu Kai e o Professor Liu Renwen, investigador do Instituto de Direito da Academia Chinesa de Ciências Sociais.

A terceira sessão foi dividida em duas partes. A primeira parte, presidida pelo Professor Zhao Jun, Vice-Director Executivo do Colégio Qiushi da Universidade de Zhejiang, contou com a apresentação do Professor Zhu Jie, da Universidade de Wuhan, sobre o ensino da Lei de Segurança Nacional. O Professor Yang Liu, da Universidade de Finanças e Direito de Zhongnan, aprofundou a análise sobre as disposições penais da Lei de Segurança Nacional de Hong Kong. Os comentadores desta sessão foram os Professores He Zhipeng (Universidade de Jilin) e Zhu Xiaoqin (Universidade de Xiamen).

A segunda parte, presidida pelo Professor Lok Wai Kin, incluiu a palestra do Professor He Zhipeng, Director da Faculdade de Direito da Universidade de Jilin, sobre a importância da educação em segurança nacional. O Professor Wang Qianhua, Vice-Director do Centro de Estudos da Lei Básica de Hong Kong e Macau da Universidade de Shenzhen, discutiu a experiência do curso sobre a concepção geral de segurança nacional e o Estado de Direito em contexto internacional. O Professor Li Xiang, Director do Instituto de Estudos de Segurança Nacional da Universidade de Ciências Políticas e Direito do Leste da China, apresentou um panorama sobre a construcção do direito de segurança nacional na China. O Professor Shu Hongshui, Director da Escola de Segurança Nacional da Universidade do Noroeste de Ciências Políticas e Direito, abordou o estado actual, desafios e estratégias para o ensino da Lei de Segurança Nacional. Os comentários finais ficaram a cargo dos Professores Zou Pingxue (Universidade de Shenzhen) e Zhao Jun (Universidade de Zhejiang).

Na sessão de encerramento, o Professor Li Juqian, Director do Gabinete para os Assuntos de Hong Kong, Macau e Taiwan da Universidade de Ciências Políticas e Direito da China, apresentou as conclusões do seminário. O Professor Tong Io Cheng, Director da Faculdade de Direito da Universidade de Macau, destacou que o evento proporcionou contribuições significativas para a pesquisa sobre a Lei de Segurança Nacional e promoveu interações construtivas entre os sistemas jurídicos do Interior da China e das RAEs. O seminário, realizado com êxito, representa um importante apoio académico para o fortalecimento do Estado de Direito na Grande Baía.

最高人民法院代表團訪澳大

最高人民法院副院長茅仲華率團訪問澳門大學,了解澳大的發展及科教成果,獲澳大校長宋永華熱情接待。

宋永華向代表團介紹了澳大的歷史沿革和發展概況,強調澳大正積極發揮“特區大學、特殊使命、特別關懷、特色辦學”四個獨特優勢,致力培養更多愛國愛澳人才,創造更多科研成果,助力澳門特區經濟適度多元發展和融入國家發展大局。代表團還在澳大人員的陪同下,參觀了澳大大學展館和伍宜孫圖書館。

其後,代表團參觀澳大法學院並與該院代表展開座談。澳大法學院院長唐曉晴介紹了學院近年的發展概況,尤其是最高人民法院與澳門大學共建的中國—葡語國家司法法律研究中心,國家法官學院與澳門大學合辦的中國高級法官培訓項目的國際交流、人才培養,葡語國家法律數據庫搭建等方面取得的成果。代表團對中心的工作及學院的整體發展表示高度認可,期望澳大法學院與最高人民法院研究室加強合作,取得更多成績。

Delegation from Supreme People’s Court visits UM

A delegation led by Mao Zhonghua, vice president of the Supreme People’s Court, visited the University of Macau (UM) to learn about its development and achievements in science and education. The delegation was warmly received by Yonghua Song, rector of UM.

Song gave the delegation an overview of UM’s history and development, and highlighted that the university is committed to nurturing talent who love the country and Macao and producing more research results to help the Macao SAR promote economic diversification and integrate into national development. Accompanied by UM representatives, the delegation visited the University Gallery and the Wu Yee Sun Library.

The delegation also visited the UM Faculty of Law (FLL) and held discussions with its representatives. Tong Io Cheng, dean of FLL, gave an overview of the recent developments and achievements of the faculty, including the establishment of the Centre for Judicial and Legal Studies of China and Portuguese-Speaking Countries and the training programme for Chinese senior judges. The delegation highly appreciated the centre’s work and the overall development of FLL, and expressed hope for enhanced cooperation between UM and the Research Office of the Supreme People’s Court.

中科院院士於澳大談數學智慧

澳門大學今(22)日舉辦大學講壇,中國科學院院士、美國人文與科學院外籍院士、北京大學講席教授田剛就“數苑漫步”為題發表演說,從多個角度深入探討數學的美妙與智慧。

澳大科技學院院長須成忠致辭時表示,田剛是世界頂尖的數學家,他在幾何學和數學物理領域解決了多個關鍵問題;特別是在凱勒流形(Kahler-Einstein)度量研究中,他創新地提出了K-穩定性的概念,並確立了在Fano空間中K-穩定性與存在Kahler-Einstein度量之間的等價性。田剛的研究成就獲得了國際廣泛認可,並獲得美國國家科學基金會的沃特曼獎、美國數學學會的韋伯倫獎等多項國際大獎。

講座上,田剛深入淺出地闡釋了數學的奧秘。他從數學的抽象性、簡潔性、嚴謹性等多個角度,引導與會者發現並感受數學在生活中的重要性及其魅力,從中體驗和領悟數學的抽象美。他強調,“嚴謹”是數學的顯著特徵;“正確”是數學的基本要求。田剛認為,顯然的結論終需通過正確的推理得出。

CAS academician gives talk on mathematics at UM

The University of Macau (UM) held a talk titled ‘Strolling Through the Garden of Mathematics’ today (22 January) as part of its University Lecture Series. The speaker was Tian Gang, academician of the Chinese Academy of Sciences, member of the American Academy of Arts and Sciences, and chair professor at Peking University.

In his speech, Xu Cheng-Zhong, dean of the UM Faculty of Science and Technology (FST), said that Prof Tian is one of the world’s leading mathematicians. He has solved many critical problems in the fields of geometry and mathematical physics, with contributions to Khler-Einstein metrics. Prof Tian has also received many prestigious awards in recognition of his research achievements.

During the talk, Prof Tian guided the audience to discover and appreciate the importance and charm of mathematics in everyday life from the aspects of its abstraction, simplicity, and rigour. In addition, Prof Tian engaged with the audience in the Q&A and discussion session moderated by Gui Changfeng, head of the Department of Mathematics of FST.

澳大成功開發新型超薄多孔質子交換膜

澳門大學應用物理及材料工程研究院助理教授孫鵬展團隊參與開發了一種新型超薄多孔質子交換膜材料,將在燃料電池等氫基技術領域提供耐高溫且兼具高質子傳導率及完美選擇性的新型質子交換膜,解決現有質子交換膜高溫下易脫水失效的問題。相關研究已在國際知名期刊《自然-通訊》(Nature Communications)發表。

二維材料被認為是新一代膜分離技術的候選薄膜材料,與傳統三維材料不同,這些原子級別厚度的薄膜一旦在基面內構建原子級精度的孔道,就能對氣體、液體和各種離子進行超快速、高選擇性的篩選。例如,完美的石墨烯晶體及單層六方氮化硼等少數二維材料對於所有的原子和分子都是不透的,而唯獨質子可以輕鬆穿過。然而,這些材料質子傳導率仍然較低(室溫下<1 S cm-2),無法滿足工業領域的實際需求(>5 S cm-2),同時難以在中高溫區(200-500℃)穩定工作。因此,開發兼具高質子傳導率、完美質子選擇性和中高溫區穩定性的新型二維質子傳導材料具有重要意義。

是次研究以“通過埃級多孔氧化鈦實現高質子傳導率(High proton conductivity through angstrom-porous titania)”為題,開創性地採用埃級多孔氧化鈦二維晶體作為超薄質子交換膜。研究團隊通過層間陽離子交換結合液相剝離法製備氧化鈦二維晶體(圖1,a-b),同時在其表面引入高密度、尺寸分佈均勻的埃尺度原子孔,為高密度原子級孔道的精確構建提供新思路。

是次研究立足於微納器件精密加工及測試技術,深入探索了原子尺度限域條件下不同氣體、離子的跨膜輸運特性。研究發現,該薄膜可完全阻止氦原子通過,並在質子和其他小尺寸離子之間表現出高度的選擇性(圖2,c)。其質子傳導率高達(2.0±0.8 S cm-2),超出石墨烯100倍之多(圖2,d)。同時,該材料在300℃高溫下可以長時間保持結構穩定,質子傳導率隨著溫度的升高呈指數級增長,並在200℃時達到100 S cm-2,比商業化標準質子傳導膜Nafion 117高10倍。此外,該材料可通過逐層靜電組裝等技術實現大規模組裝以形成高品質薄膜,用於工業化大規模應用。

UM develops two-dimensional angstrom-porous titania as novel proton-conducting membrane

A research team led by Sun Pengzhan, assistant professor in the Institute of Applied Physics and Materials Engineering (IAPME) at the University of Macau (UM), participated in the development of a novel two-dimensional proton-conducting material, angstrom-porous titania monolayer. This novel material, designed for hydrogen-based technologies such as fuel cells, offers high temperature resistance, high proton conductivity, and perfect proton selectivity. It addresses the problem of existing proton-exchange membrane being prone to dehydration and failure at high temperatures. The research has been published in the prestigious journal Nature Communications.

Two-dimensional (2D) materials are considered promising candidates for the development of the next generation of membrane technologies. Unlike traditional three-dimensional materials, these atomically thin materials can effectively sieve different gases, liquids, and ions with high flow rates and selectivity. For example, perfect graphene crystals and single-layer hexagonal boron nitride (hBN) are impermeable to all atoms and molecules except protons. However, these 2D materials exhibit low proton conductivity (less than <1 S cm-2 at room temperature), do not meet the requirements of industrial applications (>5 S cm-2) and struggle to maintain stability at intermediate temperatures (200-500°C). Therefore, it is crucial to develop novel 2D proton-conducting materials with high proton conductivity, perfect proton selectivity, and excellent thermal stability.

The research, titled ‘High proton conductivity through angstrom-porous titania’, demonstrates a new approach to precisely fabricate high-density atomic-scale pores across 2D materials. The research team prepared the titania monolayers by delamination of layered bulk titania compound via ion exchange (Fig. 1a, 1b), and negatively charged monovacancies are introduced spontaneously into the basal planes, providing a new route for precise fabrication of high-density angstrom-scale pores.

The research team studied the transmembrane properties of gas and ions under atomic-scale confinement based on the precise fabrication of micro devices. The results show that the angstrom-porous titania crystal is highly permeable to protons but completely impermeable to helium atoms and all other ions (Fig. 2c). It also exhibits a high proton conductivity of about 2.0±0.8 S cm-2, which is 10 times higher than single-layer hBN and 100 times higher than graphene (Fig 2d). Additionally, the material maintained structural stability at high temperatures of 300℃ for extended periods of time, with the proton conductivity increasing exponentially with temperature, reaching 100 S cm-2 at 200°C, which is 10 times higher than the industry standard Nafion 117. Furthermore, the material can be assembled on a large scale using techniques such as layer-by-layer electrostatic assembly to form high-quality membranes for industrial applications.

The research was a collaborative effort between research teams from UM, Dalian University of Technology, and the University of Manchester. The first author of the study is Ji Yu, a postdoctoral researcher at UM IAPME. 澳門大學將於1月22日(星期三)舉辦大學講壇之“數苑漫步”講座,中國科學院院士、北京大學講席教授田剛將從數學的抽象性、簡潔性、嚴謹性等角度探討數學的美妙與智慧。歡迎有興趣人士參加。

田剛是世界頂尖數學家,在凱勒流形(Kahler-Einstein)度量研究中做了開創性工作,引入了K-穩定性的概念,證明Fano空間上K-穩定性與存在凱勒流形之間的等價關係。其研究成就獲國際廣泛認可,曾獲美國國家基金會頒發的沃特曼獎、美國數學會的韋伯倫獎等多項殊榮。

CAS academician to give talk on mathematics at UM this Wednesday

The University of Macau (UM) will hold a talk titled ‘Strolling Through the Garden of Mathematics’ on 22 January (Wednesday) as part of its University Lecture Series. The talk will be given by Tian Gang, academician of the Chinese Academy of Sciences and chair professor at Peking University. Prof Tian will explore the beauty and wisdom of mathematics from the perspectives of its abstraction, simplicity, and rigour.

澳大逾440名防騙大使就職

澳門大學積極響應澳門特別行政區司法警察局和教育及青年發展局的“校園防騙疫苗計劃”,致力在校園宣傳防騙資訊,增強學生的防騙意識,並於今(14)日委任超過440名學生領袖擔任第一屆防騙大使。他們分別來自澳大十所住宿式書院、研究生宿舍小導師計劃、澳大學生會及司法警察局“社區安全青年領袖計劃”。典禮上,澳大副校長徐建和司法警察局副局長蘇兆強先後向防騙大使代表頒發委任狀。

蘇兆強致辭時衷心感謝澳大的積極配合。他表示,隨著近年電訊和網絡詐騙案件的激增,尤其是2023年電話及網絡詐騙案件數量創新高,對學生的影響尤為明顯。為了應對這一挑戰,司法警察局投入資源加強校園反詐騙工作,並聯同教育及青年發展局於2024年推出“校園防騙疫苗計劃”,以提升學生的防騙意識。初步統計顯示,2024年電話詐騙案件已顯著減少。雖然情況令人鼓舞,司法警察局面對持續的詐騙威脅,將繼續加強與教育及青年發展局及各高校的合作,推進防騙宣教工作,並期待新任防騙大使能在校園內發揮影響力,促進防騙信息的傳播。

徐建在致辭中指出,澳大多年前已積極向全校師生開展防詐騙宣教工作,以提升師生的防騙意識。自去年“校園防騙疫苗計劃”啟動以來,澳大已成功落實多項措施,包括在住宿式書院課程中增設防騙內容,邀請學生填寫由司法警察局設計的防騙測驗卷以篩查高風險對象並進行針對性宣教,向學生家長發放防騙宣傳資訊並舉行講座,向每位住宿學生進行一對一防騙宣講等。委任防騙大使是“校園防騙疫苗計劃”的一項重要措施,旨在充分發揮朋輩間的正面影響力,引導同學正視防騙工作。她衷心感謝司法警察局和教育及青年發展局一直以來對澳大的關心和支持,澳大將繼續積極配合相關防騙計劃和工作。

典禮上,兩名澳大學生分享了推廣防騙資訊的經驗。澳大科技學院、呂志和書院、司法警察局“社區安全青年領袖計劃”學員王曉樺表示,她在中學時已參加司法警察局“滅罪小先鋒種子計劃”,承諾在就職防騙大使後,繼續攜手其他大使,讓更多學生了解詐騙的手法和防範措施。澳大人文學院、霍英東珍禧書院學生陳奕涵表示,初來乍到的非本地新生易成為騙徒目標,遇事可多諮詢師長,全體學生亦要養成懷疑精神,面對利益誘惑須謹慎思量。

出席嘉賓還包括澳門特區教育及青年發展局學生廳廳長陳旭偉,司法警察局資訊罪案調查處處長龍漢威、反詐騙協調中心負責人張遠鴻、關注少年組職務主管張劍鋒,澳大多位住宿式書院院長、學生事務長彭執中,澳大學生會會員大會主席何培儀、學生會理事長潘星行,以及逾200名師生代表。

UM inaugurates over 440 scam prevention ambassadors

In response to the on-campus anti-fraud campaign launched by the Judiciary Police and the Education and Youth Development Bureau (DSEDJ) of the Macao SAR Government, the University of Macau (UM) has been promoting fraud prevention on campus to raise students’ awareness of fraud. As part of the campaign, UM inaugurated the first cohort of scam prevention ambassadors today (14 January). The cohort comprises over 400 student leaders from UM’s ten residential colleges, the Postgraduate House Tutor Programme and the University of Macau Students’ Union, as well as the Judiciary Police’s community security youth leaders programme. During the ceremony, Xu Jian, vice rector of UM, and Sou Sio Keong, deputy director of the Judiciary Police, presented certificates of appointment to the representatives of the scam prevention ambassadors.

In his speech, Sou thanked UM for its active cooperation. He noted that in response to the surge in telecom and online fraud cases, the Judiciary Police have stepped up their efforts and launched the on-campus anti-fraud campaign in collaboration with DSEDJ to raise students’ awareness of fraud. He added that these efforts have shown initial success and that the Judiciary Police will continue to strengthen its cooperation with DSEDJ and universities to improve anti-fraud education.

In her speech, Xu said that UM has been conducting anti-fraud education for all students and faculty for many years. Since the launch of the on-campus anti-fraud campaign, the university has implemented several measures, including incorporating anti-fraud content into the curriculum of residential colleges, sharing anti-fraud information with students and parents, and holding talks. She expressed hope that the scam prevention ambassadors will make more students aware of fraud.

During the ceremony, two UM students shared their experiences in promoting fraud prevention. The event was attended by government officials, UM’s management and college masters, and over 200 faculty and students.

澳大榮譽博士劉遵義周四談全球經濟下的中國

澳門大學將於1月16日(星期四)舉辦“澳門大學榮譽博士講座”,由澳門大學榮譽教育博士、香港中文大學前校長劉遵義以“全球經濟下的中國”為題發表演說。歡迎有興趣人士參加。

劉遵義是一位傑出的經濟學家,以其卓越的學術成就和前瞻性的教育理念而聞名。他獲得多項國際學術殊榮和知名大學的榮譽博士學位,包括金紫荊星章和“外交之友”稱號,並在國內外多個機構擔任榮譽研究員和榮譽教授。他現任香港中文大學藍饒富暨藍凱麗經濟學講座教授,以及史丹福大學李國鼎經濟發展榮休講座教授。

劉遵義專注研究經濟發展、經濟增長及東亞經濟。1966年,仍為研究生的劉遵義開發了中國最早的計量經濟模型之一,為他對中國經濟發展的重大貢獻奠定了基礎,其卓越成就使他當選為計量經濟學會院士。擔任香港中文大學校長期間,劉遵義推動了大學的國際化,並監督了首次質素審核,積極參與成立五所新書院,以滿足香港本科轉為四年制的需求。此外,他還發起了香港中文大學(深圳)的建立。

劉遵義與澳門也有深厚淵源。在擔任香港中文大學校長期間,他於2005年協助創立何鴻燊博士醫療拓展基金會,提升了澳門的醫療水準。

UM honorary doctor Lawrence Juen-yee Lau gives talk on China in the global economy this Thursday

The University of Macau (UM) will hold a UM Doctor honoris causa Lecture on 16 January (Thursday). Lawrence Juen-yee Lau, recipient of the Doctor of Education honoris causa degree from UM and former Vice-Chancellor of the Chinese University of Hong Kong (CUHK), will give a talk titled ‘China in the Global Economy’.

Prof Lau is a distinguished economist known for his outstanding academic achievements and forward-thinking educational philosophy. He has been awarded many international academic awards and honorary doctorates from prestigious universities. He also holds the titles of Honorary Research Fellow and Honorary Professor at various institutions in China and abroad. During his tenure as Vice-Chancellor of CUHK, Prof Lau actively promoted the internationalisation of the university and the establishment of CUHK-Shenzhen. He also took part in the establishment of the Dr Stanley Ho Medical Development Foundation.
