Significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to Moderate Economic Diversification in Macao
《粵港澳大灣區發展規劃綱要》對澳門經濟適度多元的意義

In order to enhance UM staff members’ understanding of the nation, the Human Resources Section of the Office of Administration organized in-house training courses on “Contemporary Notion and Strategies for the Practice of “One Country, Two Systems””, “Constitutional Order and National Security”  and “Significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area” to Moderate Economic Diversification in Macao” on 19 & 25 March 2025 and 10 April 2025 respectively. Over 365 colleagues attended the trainings.

Prof. LOK Wai Kin, introduced the achievements and benefits of the successful implementation of “One Country, Two System”. Over 120 colleagues attended the training. 

Prof. LOK also shared the concept of national security and the legal system for safeguarding national security in Macao. Over 120 colleagues attended the training. 

Prof. LEI Chun Kwok, Associate Professor of Faculty of Business Administration (FBA), introduced the background, requirement, positioning, development goals, strategies, implementation and significance of the “Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area”. 120 colleagues attended the training. 

The University hopes that these training courses can deepen staff members’ knowledge on “One Country, Two System” and national security, and provide them with insight into the economic development of Macao under the influence of the Greater Bay Area.

為增強大學教職員對國家的認識，行政部人力資源處於2025年3月19日、3月25日和4月10日分別舉辦了「一國兩制實踐的新理念及新戰略」、「憲制秩序與國家安全」及「《粵港澳大灣區發展規劃綱要》對澳門經濟適度多元的意義」內部培訓課程。

駱偉健教授分享了成功實踐「一國兩制」取得的成就及好處。超過120名員工參與此培訓。

駱教授亦另外介紹了總體國家安全觀及澳門維護國家安全的法律體系。超過120名員工參與此培訓。

工商管理學院副教授李振國教授介紹了《綱要》的背景、總體要求、定位、發展目標、相關策略、以及其落實情況及意義。共120名員工參與此培訓。

大學希望透過上述培訓課程加深員工對「一國兩制」制度及總體國家安全觀的認識，並讓他們更深入認識在粵港澳大灣區影響下的澳門經濟發展。

The Electoral Affairs Commission for the Legislative Assembly Election: Recruitment of Election Working Personnel for the 8th Legislative Assembly Election 2025

Dear Colleagues,

The 8th Legislative Assembly Election will be held on 14 September 2025 (Sunday), the Electoral Affairs Commission for the Legislative Assembly Election (CAEAL) is now recruiting election working personnel to support the polling station operations.

The selection of election working personnel will be conducted by the CAEAL, which based on the nature of duties at polling station, the position rank of each applicant, and other relevant criteria. According to “The Legislative Assembly Election Law of Macao Special Administrative Region”, selected personnel are required to fulfill their duties and undergo training. Disciplinary procedures may be applied to those who are absent without reasonable justification.

Selected personnel will be exempted from work on the day of election and another agreed day. Upon completion of their duties, they will receive compensation based on their roles at the polling station, as well as transportation and training subsidies. For more details, please refer to the attachment or call 8291 9746 / 8291 9755 / 8291 9778.

For those who are interested and have sought prior endorsement from their superior(s), please enroll through the Assuntos Governamentais on or before 14 April 2025 (Monday).

Work Ethics and Administrative Attendance of Staff Members

Dear Colleagues,

The University’s pursuit of excellence in education, research, and community services has been driving the continuous elevation of its academic standards and achievements. It is equally important to broadly share our ethical values and conduct codes among all staff members in the University.

 

According to Sub-items 2 and 4 of Item 1 of Article 12 of The Personnel Statute of the University of Macau, all staff members of the University are required to fulfil their duties diligently and punctually, work passionately, and execute their responsibilities with loyalty and selflessness.

All staff members should fully commit to their assigned work duties throughout their working hours, exercising utmost responsibility and integrity in utilisation of the University’s resources. These ethical values and conduct are important not only for personal career development, but also for enhancing the overall efficiency and reputation of our University.

Article 12 of Chapter 1 of the Rules of the Personnel Affairs of the University of Macau and the Guidelines for Check-In/Out Process of Administrative Staff stipulate the working hours and attendance regime for administrative staff members, including the following key points, which must be strictly adhered to:

  • Administrative staff members (excluding principal officers, faculty secretaries and functional heads) must record their attendance during working hours. Any form of falsification or non-work-related activities during the attendance period are prohibited;
  • Uphold the principle of integrity by fulfilling work responsibilities from the time of fingerprint check-in to check-out;
  • Ensure punctuality;
  • Maintain precise check-in/out records by using fingerprint devices, and avoid any manual adjustment of time records.

The University maintains policies that are designed to foster a respectful and responsible work culture and environment, we kindly remind all colleagues to comply and respect the above stipulations. Staff members encountering challenges in complying with these policies should seek guidance and communicate with their supervisors. 大學在教育、研究和社區服務方面追求卓越，不斷推動其學術標準和成就的提升。同樣重要的是在大學全體教職員中廣泛分享大學的道德價值觀和行為準則。

 

根據《澳門大學人員通則》第12條第1款第2及第4項的規定，工作人員須勤謹守時上班、熱誠工作及忠誠無私地履行職務。

全體教職員在工作時間內應專注履行職責，在使用學校資源時須秉持高度的責任感與正直的態度。這樣的道德價值觀和行為不僅對個人職業生涯發展很重要，亦是提升大學整體效率和聲譽的基礎。

《澳門大學人事管理規條》第2章第1條 及《Guidelines for Check-In/Out Process of Administrative Staff》規定了行政人員的工作時間及出勤制度，其中包括以下要點，必須嚴格遵守：

  • 行政人員(除主管、學院秘書及事務主管外)須就工作時間進行出勤記錄，在出勤期間，禁止任何形式的造假行為或從事與工作無關的活動;
  • 須堅守誠信原則，在通過指紋出勤簽到後直至簽退期間，必須履行工作職責;
  • 須確保出勤勤謹守時;
  • 須使用指紋機準確記錄上下班時間，避免對時間記錄作出手動調整。

大學制定了多項政策，以營造尊重和負責任的工作文化和環境，現謹提醒各位同事遵守以上規定。同事們若在遵守這些政策方面遇到困難，應主動尋求指導並與主管溝通。任何違紀行為將受到調查，並根據《澳門大學人員通則》第九節的規定開展紀律程序。

About SAFP Welfare Association:

In general, according to Regulamento Administrativo n.º30/2022, UM colleagues and their family members (those with family subsidy) will be automatically registered as a member of SAFP Welfare Association, who can bind their beneficiary card to the e-Card Pack of “Macao One Account” in order to enjoy the related benefits. For details, please refer to the poster (Attachment 2).
